Contract Law (non-Traffic Management Order) Estate Parking Permits

New permits for those expiring in October, November and December 2023 were sent out to customers in October 2023.

Please ensure you have the correct permit displayed in your vehicle. NSL will be enforcing on all expired permits from December 2023.

Lost or stolen permits

If you have lost your permit or it has been stolen please call us on 020 7364 5015 (pressing option 5 then option 2).

Include your name, address and car space details, together with your car registration details when you email us.

We will then contact you to let you know what you need to do next.

You must make contact with us to avoid enforcement action being taken against your vehicle.

When you park on a council estate you must always display a valid estate parking permit. Vehicles will be ticketed if a valid permit is not displayed or if your vehicle is causing a blockage. Apply for a car space or garage.

We enforce parking control on most estates. This helps to stop vehicles from illegal parking in your area. All parking spaces on your estate are marked so you know where you can and cannot park.

Renew a permit

Permits are valid for two years. We will send you a new permit one month before your current permit ends.

We check if your rent or service charge account is in credit. If your rent or service charge account is in arrears, we may cancel your permit. This will end your parking licence agreement.

If you do not receive a new permit, you have 28 days from the expiry date of your current permit to notify us. After this time, we will charge you a replacement fee to renew your permit.

While you wait for your new permit to be resent, you can continue to park in your bay. You can only do this for 28 days after your permit expires. You must display your old permit while parked on a council estate.

Change of bay

We only offer council residents a change of bay in special circumstances. This is mainly for disabled residents who have mobility issues.

Please call us and explain why you need to change your bay. We will assess your circumstances and if you qualify, we will send out an EF6 form to complete it.

We aim to respond to you within 20 working days.

Cancelling your car space or garage or shed

Before cancelling

You can cancel your car space or garage or shed when you no longer own a vehicle or have changed your address. All car space, garage or shed licences must end on a Monday.

Before you cancel your Licence, you must also:

  • Clear any rent arrears
  • Clear your garage, car space or shed of your items and rubbish

How to cancel

  • Fill in a V2 ‘Termination of Licence’ form'. We do not accept typed signatures.
  • When the form is complete, email it to contactus@towerhamlets.gov.uk
  • You can also take it to the Residents' Hub at Tower Hamlets Town Hall. 
  • Return all keys, fobs and permits for your car space, garage or shed. Take them to the Residents Hub in Tower Hamlets Town Hall. If you don't, you may be recharged for a lock change or rubbish clearance. We will then send you a letter with your arrears. This will tell you how and when to pay.
