Parking and garage applications
Our parking application system is now closed and will reopen on Thursday 2 January 2025.
We are not currently accepting any applications for garages. This process will re-open soon, so please check our website for updates. We would like to apologies for any inconvenience this causes. We are currently in the process of implementing new Traffic Management Orders on our estates.
During this time, there will be a temporary hold on all applications from non-residents until these orders are implemented.
If you live in Tower Hamlets but you are not a resident of the council your application will be automatically refused.
If you live on one of the estates where Traffic Management Orders (TMOs) are being introduced, you should not apply for a parking space.
Separate arrangements are being made for these estates and you will receive a letter with further details. Please see the Traffic Management Orders button for a list of TMO estates.
Do not apply for the following TMO estates
Also, due to this new TMO parking scheme, please do not apply for the car spaces on the following estates:
- Wapping Estate
- Riverside Estate
- Shadwell Gardens Estate
- Solander Gardens Estate
- Berner Estate
- Royal Mint Estate
- Pier Head
- Green Bank
- Peartree Lane
- Chicksand Estate
- Sidney Estate
Any applications received for the above estates will be automatically refused.

How to apply
Please follow the following steps to apply for a car space:
- Choose an available car space using our Interactive Parking Map. Note down the property reference number as you will need this to complete the application. (Car spaces available to rent are shown in green on the parking map).
- Please avoid applying for car spaces which are suspended and listed under the Traffic Management Order (TMO) as your application will be rejected. Please check the suspension list and TMO list before applying.
- Apply online (we do not accept applications for motorcycles to park in car spaces)
- We will not process any applications for tenants and leaseholders who are in rent/service charge arrears.
- If you fall into rent/service charge arrears, we will repossess your car space.
- If your application is successful, we will ask you to sign an Estate Facility License form and a Direct Debit Form.
- We accept electronic or typed signature on our forms.
- It can take up 20 working days to process your application. If you do not hear from us within this period, this means your application was not successful.
- If your application is successful, we will send you a parking permit in the post.
Documents required to support your application
We can only accept the documents listed as follows. Your application will be rejected if you provide incorrect or unreadable documentation.
- Certificate of Motor Insurance and ONE required from the following list:
- Both pages of Vehicle Registration Document (V5C) showing your name, address and vehicle details. This must be registered to you at your current address
- Completed New Keeper Supplement (V5C/2) dated within the last eight weeks (making sure date, name and address are filled in) If successful we will ask you to provide a copy of both pages of Vehicle Registration Document (V5C) within 20 days of our offer.
- Motability Insurance Certificate showing you as the permitted driver
- Lease or Hire Agreement (must be signed) showing contractual start date and length of agreement - Agreement must be for at least three months from the date of application. (Finance agreements not accepted)
- Signed company letter on headed paper dated in the last 28 days of the application confirming; your name and address, vehicle details, you are an employee, you are insured to drive the vehicle and you have the permission to drive the vehicle for business and personal use.
- Proof of Residency ONE required from the list below:
- Driving licence registered at your current address
- Signed tenancy agreement showing you as the main tenant
- DWP Letter for the current financial year
- Council Tax bill relating to the current financial year
- Electoral Registration or poll card for the current financial year or most recent
- Utility Bill - Gas, Electricity, Water or Landline Bill (dated in the last six months)
Exemptions
If you qualify for an exemption, please provide the following:
- Both sides of blue badge. Your blue badge must be registered at your current address to qualify for exemption
Licence, rules and the conditions
Estate Parking Terms and Conditions
Tower Hamlets council agrees to allow the licensee (you) to use a parking space on the following terms:
- We will issue you a permit which is to be displayed on the windscreen inside the vehicle, during the period of the licence, where the vehicle is on a land managed by the council. If it is not displayed the vehicle may be removed. This permit is to be given up should we require when the licence is terminated.
- A weekly licence fee must be paid in advance every Monday by you. This fee is to be confirmed on offer of the permit and will be charged by direct debit. At least of applicable fees is available online.
- Any change in the amount of the licence fee will take effect after you have received at least 7 days’ notice in writing of the change from us.
- The parking space shall only be used for accommodating a private motor vehicle belonging to you or a member of your household who lives with you.
- All vehicles licensed to park on land managed by the council must be of roadworthy condition and display a current road fund licence.
- You will not carry out, or cause any permit to be carried out, any work of maintenance or repair of the motor vehicle on the parking space or on any part of the land managed by the council in a such a manner as may be, or may become, a nuisance or annoyance and shall keep the parking space and its vicinity tidy and clear of dirt, oil and grease.
- You are responsible for repairing any damage to the parking space and any locking post provided except damage caused by normal wear and tear. You shall report to us defect caused by wear and tear.
- Where damage is caused to the parking space and any locking posts maliciously or by an act of vandalism, by someone other than you or member of your family, we may, at our discretion, undertake repairs.
- We are not responsible for any loss or damage, and you shall indemnify us for any damage caused to the parking space and any locking post (except that caused by wear and tear) and for any third-party liability caused through or in connection with your use of the parking space and any locking post.
- Subletting of the parking space is not permitted.
- We may end this licence by giving seven days’ notice in writing the licence may also be withdrawn without notice by nominated representative of the Head of Customer Services.
- If you wish to end this licence you must give at least seven days’ notice in writing to the Head of Customer Services.
- Once the licence has ended you shall return to the council any permit and keys supplied. I/we understand that I/we may be liable to pay for any replacement keys and lock change necessary, if the keys are not returned.
- The licence shall seize on the date you stop being in residence at the address given.
Garage terms and conditions
Tower Hamlets council agrees to allow you (the licensee) to use the above garage on the following terms:

- The garage shall only be used for accommodating a private motor vehicle belonging to you.
- You must keep the garage clean and tidy and leave it in a clean condition at the end of the licence period. If the garage is not left in such a condition you will have to pay us the cost of cleaning the garage and removing any rubbish.
- You are responsible for repairing any damage to the garage, except damage caused by normal wear and tear and you should report, to us, any defects caused by wear and tear.
- Where damage is caused to the garage maliciously, or by an act of vandalism by someone other than by you or a member of your family, we may, at our discretion undertake repairs.
- You should not make any alterations to the garage or install any fixtures without our prior permission.
- You must comply with all health and safety regulations regarding the storage of hazardous materials such as petrol (no more than a total of 10 litres in a suitable storage container).
- Subletting of the garage is not permitted.
- We shall not be responsible for any loss or damage caused to any property brought into the garage and you must indemnify us for any damage caused to the garage (except that caused by normal wear and tear) and for any third party liability caused through or in connection with your use of the garage.
- We may end this licence by giving seven days’ notice in writing signed on behalf of the Head of Housing and Customer Services. Where you are in breach of any terms of the licence, we may end the licence without giving any notice.
- If you want us to end this Licence you must give at least seven days’ notice in writing to the Head of Housing and Customer Services.
- Once the licence has ended you must return any permit, keys, locks and equipment supplied to us.
- This licence shall cease if you cease to be resident at the address given.
Estate Parking Permit - Conditions of use
- This permit is valid as specified overleaf.
- Permit holders must ensure that they park in the correct Bay for which this permit is valid. If your bear is obstructed for any reason, the permit is valid for any other Bay within the area specified on your permit. Continued unnecessary use of the wrong bay may lead to your facility being withdrawn.
- The user must ensure that the vehicle is packed within the confines of the designated parking Bay.
- It is the permit holder’s responsibility to display their valid permit so that all the details on the face may readily be seen, clearly displayed, attached to the inside of the front windscreen, next to the tax disc.
- The issue of a permit does not render Tower Hamlets council subject to any liability in respect of the loss or damage to any vehicle in a parking bay or to the contents or fittings of any such vehicle.
- Any alteration to the permit or defacement which makes any of the information illegible will render it invalid, this includes duplication.
- The council reserves the right to change the conditions of use on 28 days’ notice.
- responsibility for the renewal or replacement of this permit rests with the holder. The council will not take any responsibility if an out of date permit is displayed on a vehicle, which is subsequently subject to parking enforcement action.
- The permit showing the vehicle registration must be surrendered for a change of vehicle. An administration charge will be made. The any vehicle permits applied should be displayed on to the new registration has been processed.
- A duly authorised staff member may suspend the use of a parking bay.
- If parking control is suspended in a given area due to major works for example, no refund of rental charges will be made, as alternative parking arrangements will be provided.
- Continued use of this permit after permission has been withdrawn will lead to immediate enforcement action.
- Should your permit need to be replaced due to the vehicle or its content being stolen the permit will be replaced free of charge on the production of a valid crime reference number.
