Overview
Following the resignation of Cllr Rachel Blake a vacancy has occurred in the Bow East Ward of the Council and two registered voters in Tower Hamlets have subsequently requested that a by-election be held.
Polling day must be set within 35 working days of the election request. The Returning Officer, Stephen Halsey, has confirmed that this will take place on Thursday 12 September 2024.
This is the first election for a seat on the council since the 2022 Local Elections. It is also the first time recent legislative changes will apply to this type of election requiring voters to provide identification when they vote, known as Voter ID, and government digital portals available for postal and proxy vote applications.
Registered Overseas electors cannot vote at this poll and changes to the rights of EU nationals, implemented by the Elections Act 2022, have not yet been implemented so registered EU citizens can stand as candidates and vote at this poll.
The by election follows two high-profile elections that have taken place over the summer:
- the Mayor of London and GLA elections held on Thursday 2 May 2024
- the General Election held on Thursday 4 July 2024.

A monthly notice of alteration will be published on the first working day of every month, except in the month when the revised register is published and in the two months before that day.

Media
Members of the media interested in attending the Bow East by-election count and declaration should complete the media accreditation form.
As with any election, there is no legal obligation or right for any media to attend the count and declaration. Attendance is at the Returning Officer's discretion.
For the Bow East by-election, the Returning Officer has made arrangements for a number of reporters to attend.
As with previous Tower Hamlets elections, more people are expected to want to attend the count than the venue can hold.
The Acting Returning Officer will use the council’s media consumption research to help inform his decision on how spaces are allocated to outlets.
It means that outlets with low reach in Tower Hamlets may not be able to attend.
Applications close at midday on Thursday 5 September 2024.
