Neighbourhood Forum Redesignation

Following the expiration of the Roman Road Bow Neighbourhood Forum’s designation in August 2022, the forum submitted an application for redesignation.

A consultation is being held on the re-designation of the Roman Road Bow Neighbourhood Forum between Wednesday 28 August and Thursday 10 October 2024.

Neighbourhood Plan Adoption

The Roman Road Bow Neighbourhood Plan was adopted by full council on the 16 November 2022.

It now forms part of the borough’s development plan and is a material planning consideration in any applications within the neighbourhood planning area (map is available under Neighbourhood Planning Area).

Neighbourhood Plan Referendum

A referendum on the Roman Road Bow Neighbourhood Plan took place on 13 October 2022. You can find out more on the referendum page.

The referendum question was:

Do you want the London Borough of Tower Hamlets to use the neighbourhood plan for the roman Road Bow Neighbourhood Planning Area to help it decide planning applications in the neighbourhood area?

70 per cent voted in favour of the neighbourhood plan.

Neighbourhood Plan Examination

The final Examiner's Report on the Roman Road Bow Neighbourhood Plan has been received. This means the examination is complete

Regulation 16 Consultation | December 2021 - February 2022

The Roman Road Bow Neighbourhood Plan was submitted to the council on 15 October 2021.

On 24 November 2021, the Mayor in Cabinet agreed that the submission met the statutory requirements for neighbourhood plans, and should proceed to a Regulation 16 consultation and independent examination.

The Regulation 16 Consultation took place between 6 December 2021 and 7 February 2022. The consultation documents are available on this page.

The council prepared a screening exercise to determine whether the Spitalfields Neighbourhood Plan requires a full Strategic Environmental Assessment or Habitats Regulation Assessment.

It concluded that full assessments are not needed at this stage.

Regulation 14 consultation – March – April 2021

A Regulation 14 consultation on the Roman Road Bow Neighbourhood Plan was carried out between 15 March and 27 April 2021.

This consultation was organised by the Roman Road Bow Neighbourhood Forum. Due to the change to the boundary of the neighbourhood area, a second Regulation 14 consultation, also organised by the Forum, was held between 5 July and 15 August 2021.

Neighbourhood Planning Forum

The application to designate the Roman Road Bow Neighbourhood Planning Forum was approved on 16 August 2017 by the Mayor in a Mayoral Executive Decision.  

Neighbourhood Planning Area

The application to designate the Roman Road Bow Neighbourhood Planning Area was approved on 6 February 2017 by the Mayor in a Mayoral Executive Decision. 

In April 2021, as part of the Regulation 14 consultation on the Roman Road Bow Neighbourhood Plan, it was identified that the designated area contained a mistake – this error was corrected by the Mayor in Cabinet on 30 June 2021.
