Permanent Corporate Director for Housing and Regeneration appointed

Tower Hamlets Council has appointed David Joyce as its new permanent Corporate Director for Housing and Regeneration.

Mr Joyce, who for the past four years has been the Corporate Director of Placemaking and Housing at Haringey Council, will take up his new role at Tower Hamlets on 1 October 2024.

Mr Joyce said: “I’m hugely excited to be joining Tower Hamlets. It’s the first place I lived when I first moved to London and it’s just such an amazing part of the capital which truly offers the best of London in one borough.

“It has everything from Shoreditch and the Tower of London in the west, to Canary Wharf and the Olympic Park in the east and it is a part of London where I’ve always wanted to work. It also has strong and diverse communities in every part of the borough.

“The council has a great track record when it comes to housebuilding, with more homes being built in Tower Hamlets than in any other borough, and I’m looking forward to continuing that trend and delivering on the Mayor’s ambitions for the borough, including 4,000 new social rented homes, while also working to tackle overcrowding and the use of temporary accommodation, which will ultimately help to improve people’s lives.

“I’m also looking forward to the exciting work ahead including regeneration projects in Whitechapel and Poplar and working to ensure that such opportunities are harnessed for the benefit of existing local communities.”

Prior to his role at Haringey where he oversaw the insourcing of housing services, a council housebuilding programme and the improvement of planning and property services, Mr Joyce spent four years in director-level regeneration and place roles at Camden, including leading the council’s efforts to develop plans for Euston in response to High Speed 2 and he also worked across the successful King’s Cross redevelopment.

Between 2013 and 2016 he was Director of Planning, Transport & Development at Lambeth Council which included overseeing substantial planning and development schemes in Vauxhall Nine Elms, Brixton and Waterloo.

Before his move to Lambeth, he spent six years leading placeshaping and planning policy at Camden Council, and he also has experience of working with councils in east London, having held the role of Strategic Planning Manager at the London Borough of Barking and Dagenham between 2004 and 2007, and planning and policy roles at the London Borough of Redbridge between 2001 and 2004.

“He brings with him a wealth of experience having worked across high profile regeneration schemes and ambitious housebuilding programmes at councils with similar challenges to Tower Hamlets, as well as overseeing insourced council housing services.

“As well as his skills and experience, he also has a fantastic knowledge and passion for the borough as a place and the people here which made him the outstanding candidate.
