Overcrowded families in Tower Hamlets set to benefit from changes to parking permits

Changes to Tower Hamlets’ Parking Transfer Scheme (PTS) have been introduced to help overcrowded families find more suitable homes.

The PTS allows families living in both overcrowded or under-occupied properties to move into car-free homes, while retaining one on-street parking permit for their household.

The existing scheme has been amended, effective from 30 November, with these changes:

  • Families now qualify if they live in overcrowded properties and are moving into larger properties with two or more bedrooms, instead of three or more bedrooms. 
  • A resident is no longer required to have held an on-street resident parking permit for 12 months prior to moving into a car-free property.
  • A resident no longer loses their right to a permit if it is cancelled or expires.
  • If one member of the household cancels their permit, then another member can apply for a new one.
  • An individual or family can now downsize and keep one resident permit under the PTS.

The Executive Mayor of Tower Hamlets, Lutfur Rahman, said: 

“Tower Hamlets is the most densely populated borough in the country, and unfortunately has high levels of overcrowding. Over 23,000 households are currently on our Housing Register. We are keen to do everything possible to get residents into safe, suitable homes.

“The previous Parking Transfer Scheme was a barrier for some residents to moving – and so we have removed this barrier to ensure we can get people into more suitable accommodation. 

“The changes to this scheme are also being implemented to help encourage residents to downsize in properties that are underoccupied, to help free up more social housing space for families who urgently need it.” 

The new changes to the PTS apply to current residents with active on-street resident permits or residents moving on or after 30 November 2023.
