Tower Hamlets Grants Framework

The council has introduced a new Grants Framework to enhance the management of its grant programmes. This framework aims to:

  • Support the Council in running high-quality grant programmes.
  • Simplify the application process for voluntary community sector (VCS) organisations, businesses, and residents.
  • Establish a more consistent approach to grant management across Council departments.
  • Increase openness and transparency in grant-making.

Definition of a grant

The framework acknowledges that there is no single definition of a grant. However, it outlines key characteristics that define grants, including:

  • where the council provides funding to individuals or organisations and prescribes how recipients spend the money
  • transaction does not allow the recipient to make a profit out of the grant
  • they need to be applied for and are generally competitive
  • require potential grant recipient to submit an application or grant proposal outlining the specific task or project grant money would be used for.  

Grants framework stages

The framework establishes several stages to ensure effective grant management.

1. Designing a grant programme

This stage involves defining the vision, objectives, eligibility criteria, budget and timeline for the grant programme.

2. Stakeholder engagement

Engagement with both internal and external stakeholders to support programme development.

3. Developing a prospectus

All Council grant programmes must have a prospectus, a document detailing essential information, including funding use, eligibility criteria and application procedures.

4. Approval process

Any new grants programme must be approved by the Council’s Grants Determination Sub-Committee (GDSC).

5. Promotion of grant programme

The Council will promote grant opportunities through multiple channels to reach diverse stakeholders.

6. Information for applicants

Clear guidance and details on how to apply for grants will be provided.

7. Application submissions

The Council aims to process all grant applications through an online grant management system for efficiency and transparency.

8. Assessment and selection

This stage includes assessor training and a structured assessment process to ensure fair selection.

9. Grant programme management

Once awarded, grant management will include:

  • A funding agreement signed by the grantee and the Council.
  • Regular monitoring and reporting by grantees to demonstrate fund usage and project impact.
