The London Borough of Tower Hamlets and Countryside Partnerships (part of Vistry Group), a UK mixed-tenure developer, have signed a Pre-Construction Services Agreement (PCSA) for the regeneration of Harriott, Apsley & Pattison House.
The development will deliver 407 new homes alongside a new community centre and mosque.
As preferred partner, Countryside Partnerships will further progress the design of the project and prepare the site for construction.
Overall, the regeneration will deliver 64 replacement affordable homes and an additional 111 new affordable homes, expanding Tower Hamlets Council’s social housing stock.
The majority of these will be larger, family-sized three and four-bedroom homes. The scheme will also include 232 private and built-to-rent homes.
A brand-new mosque and community hub will also be constructed on site, replacing the existing outdated building and providing a focus for the local community.
The council led a successful estate wide ballot which saw 121 votes cast in favour of the proposals with just two votes against – a majority of 98 per cent.
With planning permission already granted for the development, the PCSA was signed on 17th December 2024. Enabling works and demolition of empty buildings is due to complete in 2025.
The scheme will be delivered across two phases, with Phase 1 due to complete in early 2028 and the scheme in its entirety at the beginning of 2031.
Situated within Stepney (Zone 2), with the north-east corner of the site fronting onto Stepney Green Park, the estate offers strong transport links through both tube and national rail services - with Limehouse, Stepney Green, Shadwell and Whitechapel all within walking distance.
