Viability Protocol
The Protocol was published on the 29 November 2016 and set out overarching principles for considering development viability within the planning process in line with the National Planning Policy Framework and the national Planning Practice Guidance at the time of publication.
The Protocol was formed to provide greater clarity to developers and members of the public on the information requirements and approaches that local authorities intend to apply when assessing viability. It considers key issues such as procedure, transparency, development values and costs, developer profit, land value and the use of viability review mechanisms. The Protocol has helped to promote consistency across London and public confidence in the process.
The Protocol formed the basis of number of subsequently adopted local and regional development viability guidance documents.
