Resident on-street parking permit

This permit allows a resident in the borough to park their vehicle in the appropriate parking bay and zone where they live during controlled parking times. 

To qualify for a permit, you must provide one proof of residency and one proof of vehicle ownership from the relevant list below. 

A Blue Badge holder, or their nominated driver who lives at the same address, can apply for a free permit if they provide the additional proofs from the relevant list below. 

If you live in a car-free property, you can only apply if you are a Blue Badge holder, the Blue Badge holder’s nominated driver living at the same address, if you qualify under the Permit Transfer Scheme, or if you have been decanted. You must provide the additional proof(s) from the relevant list below. 

Important Information about Application and Your Proofs 

We aim to process applications within three working days. Once you submit your application, you can park until you receive an email with the outcome. Please check your email and junk mail regularly. 

We only accept the documents listed below as proof. Please ensure you provide the correct documents and that they meet the requirements. If not, your application will be rejected, and you will need to find other parking options immediately to avoid getting parking tickets. 

Proof of Residency

  • UK Driving Licence: You must provide the licence (photo side) showing your full first and last names and home address. 

  • Foreign Driving Licence: If you do not hold a UK Driving Licence, your foreign licence must be valid and show your full first and last names.

  • Department for Work and Pensions Benefit Letter: If you have a Motability vehicle and you are the allocated person, not a permitted driver. The letter must be dated within the last 12 months and show your full first and last names and home address. 

Proof of Vehicle

  • Car Insurance Policy: If you are the policyholder, your policy must show your full first and last names, home address, vehicle registration, and the insurance cover dates.

  • Vehicle Registration Certificate (logbook): If you are the registered keeper of the vehicle, you must provide your logbook (front page) which shows your full first and last names, home address, and vehicle registration.

  • Full Car Lease/Hire/Finance Agreement: You must provide the full car agreement, which must show your full first and last names, home address, start and expiry dates, and the company registration number.

  • Company Car: You must provide a letter or email from your employer, dated within the last 28 days, which includes the company registration number, your job title, your full first and last names, your home address, the vehicle registration, and whether the company own or lease the vehicle.

  • Motability Car Insurance Documents: If you are the allocated person and not a permitted driver, or you are just a permitted driver who lives at the same or different address, including outside the borough. 

Additional Proof for a Free Permit

  • Blue badge: You must provide the blue badge (photo side) showing the blue badge holder’s full first and last names.
  • Department for Work and Pensions Benefit Letter: You must provide a DWP benefit letter dated within the last 12 months showing the blue badge holder's full first and last names and home address. 

Please note: Both documents must be provided to qualify for a free permit. 

Additional Proof Under the Permit Transfer Scheme

  • Council or Housing Association: You must provide a letter or email from the Council or Housing Association confirming that you have moved to a car-free property with either more bedrooms than your previous property (two or more), or fewer bedrooms than your previous property (downsizing).
  • Previous and New Tenancy Agreements: You must provide the pages from both your previous and new tenancy agreements showing your full first and last names, home address, number of bedrooms, and date of tenancy.

Additional Proof for a Decantee

  • Council or Housing Association: You must provide a letter or email from the Council or Housing Association to confirm that you were decanted from a property in the borough. It must also include your full first and last names, previous address, new home address, and the date of tenancy.

 

Before You Apply for a Permit

You must read the permit terms and conditions before you apply. Also, ensure that your documents meet the proof requirements to prevent your application from being rejected.

If you have not already, you need to register and set up an online account. When doing so, please make sure to select 'Resident' as the customer type.

If you cannot find your address or if the address on your documents does not match the council’s address, do not apply and contact us. For example, if the council’s address is Flat 2, 13 Smith Street, but on your documents, it is Flat A, 13 Smith Street or 13A Smith Street. For more information, please refer to Street Naming and Numbering

Managing Your Permit

You must log into your account to make any changes, such as changing your vehicle, renewing your permit, or obtaining a temporary cover permit if your vehicle is off the road for repairs. For more details, please refer to the permit terms and conditions.
